Sora Bulq contacted these dissident Jedi and invited them to his family's private estate on Ruul. Under the guise of conscientious objection, Sora Bulq invited Jedi Knights Sian Jeisel, K'Kruhk, Rhad Tarn, and Mira, one of his former Padawans to the gathering. Additionally, through a proxy, Sora Bulq allowed the news of the meeting to reach Mace Windu and the Jedi Council, indicating that he wished Windu to attend. The plan was to have Asajj Ventress, another one of Count Dooku's Dark Jedi minions, infiltrate the meeting, assassinate a some of the Jedi, and then pose as in league with Windu. Dooku and Sora hoped that this would confirm in the dissidents their opinion that the Jedi Order could no longer protect the Republic, resulting in their defection to the Confederacy.

On Ruul, Sora Bulq welcomed his old friend Windu with open arms. As the meeting got underway, the discussion proceeded as expected with the Jedi discussing their new roles as generals in the war, the legitimacy of the separatist movement, and the crumbling Republic. However, they were not expecting a sudden attack by a female Dark Jedi brandishing two crimson lightsabers. Sora Bulq and Ventress played out their sparring match and the Jedi came to Bulq's defense. Asajj then turned her attack to them, but this time she was fighting for blood. Dispatching Bulq's former Padawan, Mira, Mace Windu and the rest of the Jedi chased Ventress across the Dark Jedi's estate.

As Sora Bulq returned to the main house, Mace Windu followed him there having figured out the truth. Confronting Sora on his descent to the Dark Side the two engaged in battle. Sora Bulq was a master of many forms of lightsaber combat, not only Vaapad. In addition to this, he was extremely proficient in the art of Jar'Kai using a standard lightsaber blade and one half the standard length. An ancient style it proved to be a sufficient match for Master Windu's. During the battle Mace Windu realized that Ventress was more than a match for the other Jedi and that they needed his help. Windu ended the battle with Sora Bulq with a shower of stones.

As the Clone Wars raged on, Sora Bulq and Dooku acquired more fallen Jedi in the form of Kadrian Sey and Tol Skorr. Additionally, Sora Bulq's one-time student Quinlan Vos, joined Count Dooku's inner circle sent on an undercover mission by the Jedi Council. While Kadrian Sey and Tol Skorr served more directly under Count Dooku, Sora Bulq was left to his own devices to implement schemes that strengthen the Confederacy. Sora Bulq was put in charge of one of the most dire threats to the Republic during the Clone Wars - a cloning project to create an army that would be able to match the Jedi.
